[*] Scope of Service:

(1) Vendor needs to provide e-discovery services i.e. paper scanning and coding, electronic document processing and keyword searching, document analytics, data hosting services and document review) or specializes in the service delivery of a discreet area of e-Discovery (i.e. document review only).
a) Paper Scanning and Coding:
• Provisions for scanning, optical character recognition (OCR) and coding of paper documents.
• Location of scanning services, processing and storage of data and documents.
• Performance criteria, if any, for scanning and coding.
• Principles for organization, standardization and unitization of documents.
• Use of electronic numbering, tombstone coding and indexing of documents.
• Capacity to create an audit trail.
• Quality assurance and control mechanisms.
• Scope for reporting on activities back to the Ministry.
• Handling of documents including delivery of media, physical security ad protection of transient holdings, and secure transportation, retrieval requests, receipts, and expunction.
b) Electronic Document Processing and Keyword Searching:
• Short-term, secure electronic document hosting, processing and keyword searching including the use of advance e-Discovery software.
c) Document Analytics:
• Capabilities to provide short-term, secure hosting and analytic services to effectively manage large volumes of documents and create specialized document databases to be used for document review and document exchange in litigation.
• Providing access to e-Discovery software to enable document analysis, review and redaction.
d) Electronic Repository (Short-term Hosting):
• Ability to create coding fields for document review, an index record for paper and media documents using metadata and manage various document types.
e) Document Review:
• Paper and electronic document review capacity.
• Capabilities to provide the Ministry with document review services, including complement of staff available to perform review, their qualifications, training, proficiency in languages other than English and French, and levels of experience.
• Quality assurance and control mechanisms
f) Software and Information Technology:
• Ability to preserve and analyse metadata.
• Ability to segregate Ministry information from other clients and prevent unauthorized or unintentional access to information.
• Configurability – Extent to which the solution can be configured by the Ministry.
• Role-Based functionality with the ability to apply restrictions, such as to Managers, IT-Administrative functions, Legal Counsel, etc.
• Hosting Environment – Web Access or the ability for the solution to be hosted in an Ontario Public Service (OPS) Data Centre.
(2) All question must be submitted no later than May 31, 2022.
